The Greater Hilltop Plan Amendment (adopted by City Council October 4, 2010) has identified the possible implementation of Commercial Overlays on Sullivant Avenue as a priority. The map below reflects our preliminary assessment of the general boundaries which would be covered by the overlays.

The goals of the overlays are to create a safe, aesthetically pleasing, economically viable, and pedestrian-friendly atmosphere along the Sullivant Avenue corridor. Currently the portions of West Broad Street are covered by commercial overlays, however Sullivant currently does not have any commercial overlay designations.

The overlay designation works in conjunction with underlying zoning districts to provide additional standards for such things as building setback, screening, lighting and graphics.

City Council voted Monday, February 11, 2013 to adopt the Urban and Community Commercial Zoning Overlays on portions of Sullivant Avenue. The overlays will go in effect on March 13, 2013.
