Winter School 2009
This year's winter school consisted of two separate sessions, one that focused on Architects and Engineers and one that focused on Contractors. Presentations were made by Building Services, Public Service, the Division of Water and the Division of Fire. Topics included updates on our Demolition, Building and Site Development applications and permits, changes to our testing requirements, overview of the Inspection services provided by BSD, the construction exemption process for bikeways and sidewalks, and an update on One Stop Shop including our new Project Management system and the CitizenAccess website.

Process flowchart: (Click Here for the Flowchart) After several discussions with City staff, we have developed this flow chart to document how commercial site need to proceed through our approval process. In the past, site plans and building permits were allowed to be reviewed concurrently. We have realized that this elongates the approval process. We are now requiring new commercial projects, including additions, raze and rebuild and change of use to go through this process. By starting with a preliminary site compliance plan, the city staff gets an opportunity to review the project and have direct interaction with the developer and design professionals. We are able to work out conflicts and give direction on what will be required from each division for the project to get final approval. Once the city has agreed in principle to the site, you may then proceed with the submission of the other required documents. If you need a rezoning, council variance or Board of Zoning Adjustment action, this must be completed and approved before the submission of these documents. Project Managment: The City has moved to a Project Manager (PM) system for private commercial developments. When you submit a preliminary site plan, a PM will be assigned. Their tasks are outlined in the Operating Procedures. This is a new system for us and we want to make sure we are meeting your needs. Please contact me with your comments and suggestions and we work through the initial phases of the new system.
