Description

A land use and urban design amendment to the existing Greater Hilltop Plan is underway by the Planning Division in collaboration with the Greater Hilltop Area Commission. The amendment will develop a land use and urban design plan for the Greater Hilltop Plan which currently does not contain such plans. The Plans will assist the Greater Hilltop Area Commission and city departments when reviewing development proposals. Please refer to the Greater Hilltop Plan for details on the existing plan which offers recommendations on issues pertaining to land use, traffic and circulation, housing, economic development, community service and facilities, and parks and recreation.

The purpose of the Greater Hilltop Plan is to establish a series of guidelines that manage the future growth and development of the Greater Hilltop area. The plan will be used as a principal reference document by developers, the Greater Hilltop Area Commission, citystaff, the Development Commission, and City Council when making decisions concerning the planning area.  The Greater Hilltop Plan was adopted by Columbus City Council in September of 2001.

Plan Amendment Goals:

  • Assists a neighborhood to reach consensus on development related goals and standards that are consistent with city policies.
  • Focuses on land use and urban design policies that will serve as a basis for evaluating development proposals.
  • Builds upon existing land use recommendations, highlights development opportunities, and outlines how development principles may be applied.
  • Addresses key issues including development density and design.

Our Principles

The Planning Division will use the following overall development principles as a basis for the Greater Hilltop Plan Amendment, with an emphasis on how they apply to Hilltop.

  • Open space and critical environmental areas are preserved.
  • Neighborhoods have a vibrant mix of uses (residential, retail, office).
  • Neighborhoods have an increased range of housing options.
  • People are able to get around by walking, car, transit, and bicycle.
  • New development respects community character and historic features.

  • Data Analysis/Preliminary Outreach.
  • Working Committee Meetings.
  • Three Public Workshops.
  • Identification of Key Land Use and Urban Design Issues & Visioning.
  • Develop Goals, Objectives & Recommendations.
  • Plan Amendment Development.
  • Plan Amendment Finalization and Adoption.
