Description

The Scioto Southland Plan was adopted by City Council on October 22, 2007. The planning process was facilitated by the city of Columbus Planning Division and was initiated at the request of the Scioto Southland Civic Association (formerly Save Our Southside Civic Association). The staff worked in partnership with a Working Committee consisting of representatives of Scioto Southland and other stakeholders. The Scioto Southland Plan addresses the area bounded by Frank Road on the north, CSX on the east, I-270 on the south, and the Scioto River on the west. A neighborhood plan provides an opportunity for the community to help shape and direct the pattern of growth and development within their neighborhood.

Key recommendations from the plan include:

  • Mixed-use centers at the Great Southern Shopping Center and the old Southland Mall on South High Street to enhance the sense of place in the Scioto Southland Area and provide additional retail, office, restaurant, and entertainment options and market rate rental units.
  • Community Commercial and Regional Commercial Overlays are recommended for portions of South High Street to enhance the level of development and strengthen the commercial corridor.
  • Design standards for new residential and commercial development.
  • Context sensitive road improvements to ensure adequate capacity for future auto traffic and accommodations for pedestrians and bicyclists. The priority roads identified for context sensitive road improvements are South High Street, Williams Road, and Obetz Road.
  • Improve transportation infrastructure to meet light manufacturing demands of new development.
  • Continued development of the industrial and manufacturing job centers.
  • An interconnected system of greenways and multi-use trails that builds on the Scioto Trail.
  • Use of a development review checklist and action-oriented recommendations chart to assist in plan implementation.
